GLOBAL ENVIRONMENT FUND (GEF) NATIONAL DIALOG WORKSHOP
JUNE 26 – 27, 2006, ANKARA
It was applied to GEF on April 8, 2005 for the National Dialog Initiative
aiming to increase the capacity of the personnel of Ministry of Environment
and Forestry in Global Environment Fund (GEF) and by the approval of said
application on August 12, 2005 it was decided that a workshop will be
prepared between dates June 26 – 27, 2006. The organization committee
formed in order to carry out all work regarding the organization of said
workshop, continues its studies.
Global Environment Fund National Dialog Initiative aims to increase the
capacity of GEF National Focal Points by means of the dialog process with
the multiple interest groups and related country to participate in the
projects where GEF is the donor, and to be strengthened regarding participation
in the projects. National Dialog Initiative provides the tools required
to establish links between the formal and professional information regarding
the fields of activity of GEF and the local information.
Main purpose is to provide assistance to the participating countries in
the following matters:
a) Ensuring the GEF strategies, policies and procedures to be fully understood,
b) Strengthening the country coordination and ownership and sharing the
lessons learned from project implementations in GEF applications,
c) Transferring GEf activities to national planning framework, improving
synergy and coordination between the matters concerning the agreement
and GEF focal points in national basis.
MEETINGS
UNITED NATIONS DEVELOPMENT PROGRAM (UNDP) INTRODUCTION MEETING
MAY 16, 2005, ANKARA
There have been 8 meetings held up to date in order to introduce the donor
organizations providing technical and financial support; introductory
meetings have been held for UNDP, GEF, World Bank, GTZ – KfW, JICA – JBIC,
FAO, UNIDO and UNEP. 8th of the meetings arranged by our Department and
organized Foreign Funded Projects Office, was held on May 16, 2005 with
the presentation of Ahmet Djoghlaf, Assistant Director of the Execution
Committee, United Nations Environment Program (UNEP). At the meeting UNEP
and Global Environment Fund (GEF) was introduced; information regarding
the implementations and new developments was provided. The meeting has
been carried out by the participation of the personnel working at the
departments of our Ministry and relevant organizations and the UNDP representative.
TURKEY VISIT OF GLOBAL ENVIRONMENT FUND (GEF) ASSESSENT MISSION
MARCH 22 – 24, 2006, ANKARA
Global Environment Fund (GEF) Assessment Mission visited our country between
dates March 22 - 24, 2006; meetings have been held by the participation
of representatives of our Ministry at UNDP and World Bank Ankara Office,
the coordinators of the projects conducted, related institutions, private
sector and non governmental organizations representatives. At the meetings,
matters like specifying the strengths and weaknesses of GEF activity cycle
and procedures, providing recommendations on increasing the effect and
effectiveness of GEF activities and procedures, reviewing the function
of GEF system in project cycle management, suitability of GEF procedures
and mechanisms were taken into consideration.
Also the Assessment Mission has had a meeting with our GEF Administrative
Focal Point Undersecretary Prof. Dr. Hasan Z. Sarıkaya.
LATEST DEVEOPMENTS RELATED TO THE PROJECTS
PROJECT FOR NATIONAL SELF ASSESMENT OF CAPACITY BUILDING NEEDS FOR GLOBAL
ENVIRONMENTAL MANAGEMENT
With the Project for National Self Assessment of Capacity Building Needs
for Global Environment, it is aimed to decide the capacity required to
implement the Framework Convention on Climate Change, Biological Diversity
Convention and Convention to Combat Desertification in Turkey and to reveal
the common aspects of these three conventions. The project will be carried
out within the scope of National Environment and Development Program.
Project Objectives:
- Reviewing or specifying the priority matters for the actions in desertification
/ land deterioration, climate change and biological diversity fields,
- Determining the capacity need for the three fields above and the common
matters including these three fields,
- To introduce coordinated action and targets for future foreign financial
funding requests
To associate the national environment administration and Sustainable Development
framework with the activities of the country.
Project is on the preliminary stage.
PROJECT FOR PROTECTION OF THE BIOLOGICAL DIVERSITY ON KÜRE MOUNTAINS
NATIONAL PARK AND A PARTICIPATORY PROTECTION AREA MANAGEMENT MODEL FOR
TURKEY
The purpose of the project is to form a participation based, effective
and totalitarian management model for nature preservation and sustainable
fund usage in Küre Mountains National Park and closed vicinity and to
take steps towards widespread this in similar areas.
Projects Expected Results:
I) To establish a mechanism based on the participation of the civil society
and the inhabitants to protect the biological diversity and sustainable
usage of natural resources in the National Park.
II) Sustainable natural resource management in the buffer zone around
the National Park, to secure the biodiversity multipurpose forestry and
creating alternative means of living which will improve the living standards
of the local community without putting pressure on both natural park and
the buffer zone,
III) To benefit from the lessons learned from the Küre Mountains example
at other similar areas ın Turkey.
Preliminary meetings have been held regarding Project For Protection Of
The Biological Diversity On Küre Mountains National Park And A Participatory
Protection Area Management Model For Turkey under the coordination of
Ministry of Environment and Forestry Directorate General of International
Relations and Coordination for EU Affairs with the participation of Directorate
General of Forestry, Directorate General of Protection of Natural Life
and National Parks, Directorate General of Forest – Village Relations
and Ministry APK Committee Administration authorities and the representatives
of UNDP – SGP and Natural Life Preservation Foundation – Turkey. At the
end of a long project preparation period, all parties related to the project
reached a consensus on the project text at the meeting held on March 18,
2005, at Dr. Fuat Adalı Meeting Room of Central Anatolia Forestry Research.
Project approval and financial contribution letters, Global Environmental
Fund (GEF) Administrative Focal point has been approved by our Undersecretary
Prof.Dr. Hasan Z. SARIKAYA and submitted to UNDP Global Environmental
Fund (GEF). GEF’s approval is expected.
